How did Rwanda recover from the Genocide?

I have only a part of an answer, but I read an article recently about how the leader of Rwanda is a totalitarian bastard but is aiming to make Rwanda the Switzeland of Africa ie a place of banking and technology. he keeps everybody in check and is using the tiny size of his country as an advantage.
